The 57 ARCs in New York have a budget of over $1 billion, employ 29,000 employees, and serve more than 57,000 consumers and their families. Despite the fact that 96 percent of their funding comes from taxpayer dollars, they are privately owned and operated, with little or no accountability to the public.
